In Autumn 2020, NTT DATA UK commissioned a survey gathering UK civil servants’ views on the use of data in government: we received 346 responses, nearly half of them from officials in the Senior Civil Service and grades 6-7.

Our report contains important findings, particularly around the role of the centre of government in the data agenda. Those believing the centre should have more leverage to require departmental action, for example, outnumber those opposed by three to one. The report also finds overwhelming support for key aspects of the government’s Data Strategy, such as the introduction of an integrated data platform and mandatory data standards.

Given these findings, few respondents operate in the digital professions or the centre of government: the vast majority work in other roles within line departments. More than 10% were drawn from each of the Policy, Operational Delivery and Project Delivery professions, and from the staff of HMRC and DWP – providing insights into how perspectives vary between these groups.

The research

Civil servants call for stronger leadership and action by the centre of government

  • 75% of senior civil servants believe that making better use of data is “absolutely essential” to improving public services and staff tools, and a further 22% that it’s “very important”;
  • Asked how their organisations could best promote progress, respondents’ top priority was “strong and visible leadership” with over half calling for the centre to win additional powers
  • Two thirds of civil servants back the introduction of cross-government data standards – just 12% are opposed – and the same proportion support legislative changes to ease data-sharing;
  • 80% of civil servants want to see better training and professional development for data specialists, while 59% think salary rules should be eased to support the recruitment of digital leaders.
